CBP Announces Support for House B/L in MVOCC Reporting

TITLE: ABI-ISSUER OF HOUSE BILL CODE ADDED TO ABI APPLICATIONS TO SUPPORT CBP ANTI-TERRORISM INITIATIVES, A CHANGE IS BEING MADE TO THE CARGO RELEASE (HI), BORDER CARGO RELEASE (HN), AND THE ENTRY SUMMARY (EI) APPLICATIONS THAT WILL GIVE THE ABI FILERS THE CAPABILITY OF TRANSMITTING AN ISSUER OF HOUSE BILL CODE FOR ENTRIES WITH A MODE OF TRANSPORTATION (MOT) OF VESSEL (10-11) OR RAIL (20-21). THE BILL OF LADING UPDATE TRANSACTION (LN) ALREADY HAS A FIELD FOR THE ISSUER CODE OF HOUSE BILL NUMBER IN THE 'L3' RECORD, POSITIONS 32-35. FOR THE 'RR' CARGO RESULTS TRANSACTION, A MODIFICATION IS BEING MADE TO THE 'R4' OUTPUT RECORD.

THESE PROGRAMMING CHANGES WILL REMAIN VOLUNTARY UNTIL JANUARY 26, 2005. ON OR ABOUT THAT OCTOBER 31, 2004, CBP WILL BE ABLE TO ACCEPT THE ISSUER OF HOUSE BILL ON A VOLUNTARY BASIS.

CBP STRONGLY ENCOURAGES FILERS TO PROVIDE AN AUTOMATED NVOCC HOUSE BILL (OR AN AUTOMATED CARRIER HOUSE BILL FOR NON-AUTOMATED NVOCC'S) WHENEVER THEY EXIST. WHEN EITHER THE HOUSE BILL OF LADING OR THE ISSUER OF HOUSE BILL CODE IS TRANSMITTED IN ONE OF THE INPUT RECORDS LISTED BELOW, THEN BOTH FIELDS WILL BE REQUIRED (THEY ARE CONDITIONAL UPON EACH OTHER) FOR MOT'S 10, 11, 20, AND 21.

IF AN ABI FILER TRANSMITS DATA IN THE ISSUER OF HOUSE BILL FIELD AND THE MOT IS 40 OR 41, THE ENTRY WILL BE REJECTED. FOR THE 'HI' AND 'HN' APPLICATIONS, THE ERROR MESSAGE WILL BE '56G' (ISSUER CODE/MOT CONFLICT)AND FOR THE 'EI' APPLICATION THE MESSAGE WILL BE '03U' (HOUSE ISSUER CODE/MOT CONFLICT). THIS REJECT WILL START AS SOON AS THE ABI FILERS HAVE THEIR SOFTWARE MODIFIED TO TRANSMIT AN ISSUER OF HOUSE BILL (SCAC)CODE IN THE APPLICATIONS LISTED IN THIS ADMINISTRATIVE MESSAGE.

FOR ENTRIES WITH MOT 30 OR 31 (TRUCK), A HOUSE ISSUER CODE IS NOT REQUIRED (THE FIELD MAY BE LEFT BLANK), HOWEVER, IF DATA IS TRANSMITTED IN THIS FIELD A VALID FOUR CHARACTER SCAC WILL BE REQUIRED. FOR CASES WHERE THE FIELD IS NOT LEFT BLANK, IF LESS THAN FOUR CHARACTERS ARE TRANSMITTED, THE ENTRY WILL BE REJECTED WITH THE ERROR CODE 'HLA' (HOUSE ISSUER CODE INVALID) FOR THE 'HI' AND 'HN' TRANSACTIONS OR WITH ERROR CODE '03T' (HOUSE ISSUER CODE INVALID) FOR THE 'EI' TRANSACTION.

IN ADDITION, THE MESSAGE TEXT FOR ERROR CODE '56E' WILL BE CHANGED TO 'INVALID MASTER ISSUER CODE'.

CBP Requires Carriers to Send Sailing Data Beginning March 4, 2004

Beginning March 4, 2004, all ocean cargo data must be transmitted to Sea AMS. In addition to the cargo declaration data elements required by the 24-hour rule, the Trade Act also requires the transmission of the date and time of departure of the vessel. The date and time of departure of the vessel must be given for each foreign port of load for the vessel that is destined to the United States.

The time frame for reporting the vessel departure will be either:

1. No later than 24 hours after departure from the foreign port of lading, for those vessels that will arrive in the United States more than 24 hours after sailing from that foreign port.

2. At time of sailing, for those vessels that will arrive in the United States less than 24 hours after sailing from the foreign port.

You will have 60 days from the March 4, 2004, date to begin transmitting the vessel departure information.


Canadian Customs

Canada Border Services Agency (CBSA) formerly Canada Customs and Revenue Agency has announced that the new requirements for Advance Cargo Reporting (24 Hour Rule) will go into effect on April 19, 2004.

Customs delays air-cargo advance filing

WASHINGTON -- Customs and Border Protection today said on March 4, 2004 that it would require advanced notification of air-cargo manifests, originally set for today, beginning in August. The rules require airlines to submit manifest information electronically at least four hours before arrival and upon takeoff for shorter flights. Data on U.S. exports must be submitted two hours before departure. Instead of implementing the rule nationwide, Customs decided on a start date of Aug. 13 for ports in 18 states in the South, mid-Atlantic and Northeast. Ports in 21 states in the Midwest and central region will have a deadline of Oct. 13, and ports in the remaining states will face a deadline of Dec. 13. The new schedule will allow Customs to modify certain critical aspects of the automated manifest system, train personnel that process imported air cargo and certify the software of new participants, said Customs Commissioner Robert C. Bonner. Officials said they are requesting the minimum amount of cargo information needed to identify high-risk shipments to ensure cargo safety and security, and for preventing smuggling, the agency said.
